I don't see it as spamming if the photo is in the signature. If you have such an issue with the person, put them on ignore and take it to PM. Nothing in the TOS (that I can recall) says anything about having a photo as a sig.

Let's face it, this is a message board with varying opinions. People are going to get upset sometimes and outside of blatant harassment, I say just deal with it or creatively fight back. Life isn't all peaches and rainbows.

You can also shut off signatures completely. It's right there in your user control panel as an option.
