I've read a lot of things by JMac, and I would think he would recoil at this type of statement, hyperbole or not. I'm still scratching my head on this one.

For our wisdom ought to be nothing else than to embrace with humble teachableness, and at least without finding fault, whatever is taught in Sacred Scripture. John Calvin

I would suspect you are right. Either way, it is not very helpful, nor accurate, nor... well, it isn't anything other than eye/ear candy to make a preacher look more conservative.

At its core, the statement is not really said with the intention that God will be apologizing, but rather with the idea that God's judgement is "about to fall" (said in the BIG VOICE). And in that light, it is either overly simplistic, intentionally naive, or arrogantly reductionist. Or some combination of the three.

JM should consider who he sounds like before he uses "cute" phrases like this one. I doubt seriously he came up with it on his own. Seriously, if I started touting wage redistribution and fully socialized healthcare, and claimed I was capitalist, I would be laughed at. For JM to say something like this and pretend he isn't fundy-lite, well, your colors are shining through JM.
