I'd say that's a fair assessment of what was going on this season.

I don't mind the episodic feel. I mean, a great number of Classic Who is merely episodic with a reference here or there to an over-arching or meta plot. It would have been nice for a couple of them to have been two-parters, though, or at least 90 minutes. Unfortunately, some of that can be directly chalked up to budget cuts. Makes me sad. On the other hand, I've greatly enjoyed the second part of series 7 even though poor Clara has just kind of jumped in feet first while the Doctor has met her in multiple guises already, leaving a bit of a catch-up feel for her. I'm beyond excited for the 50th.

The head writer also writes for Sherlock and probably decided to tone down the arcs. Its probably easier to write for two shows if you don't have to worry about keeping the details of an arc straight.

I know quite a few fans of the "Classic' Series who really liked the last half season. I'm just now catching up on some of those earlier episodes and I can see why.
