If you have more than two just sitting in your yard they are considered junk. If they are up on cinderblocks then you can technically declare them to be under maintenance. So in order to keep the county from giving you grief you put them on blocks.
Plus it's easier to weed eat around them than it is if they are just sitting on four flats.
All this is found in the Redneck Manual chapter 3 concerning yard ornamentation.
